I'm running Pro tools LE 7.1. The green zeros on Protransport
don't change. Should they correspond to the timecode from
the timeline ? Am I doing something wrong.

Yes they should update in realtime- if they don't you should
check your preference settings and be sure that Receive
Timecode is not turned off!

If that's not the issue it is possible that you have ProTransport
tied to a port other than port 1 of ProRemote? Timecode only
comes out of that port.

Hope that helps!

System context:
ProTransport 1.1.1
Pro Tools LE 7.3.1
Mac OS 10.4.11

To get the timecode display working in the ProTransport app, while avoiding HUI communication errors, I configured the #1 MIDI controller in the in the Pro Tools Setup>Periperals>MIDI Controllers dialog box as follows:
Type: HUI
Receive From: ProRemote, MIDI Port
Send To: ProRemote, Port 1

NOTE: On my system, when "Receive From" was set to "ProRemote, Port 1" Pro Tools reported frequent HUI communication errors.
